On windows the Confix build didn't created the secrets.json file. The folder was created but the file was not there and no exception was thrown.

To avoid a case when misconfigured provider executed (e.g. local provider with typo in enviromentOverride) produce wrong configs on non default environment, the provider configuration schema should be validated.
