Cannot create and properly instantiate an eagerly() bound DI component when dependent on Ebean and Evolutions running.

As a hack, I have had success by having an EbeanDynamicEvolutions variable injected into the components that access ebean. I looked through a lot of the classes in the plugin...

feat(helm): add ability for --dry-run to do lookup functions

What is needed to get this merged? It looks like it has support from the community and, personally, I would really like to see it.

I believe that the issue was introduced in #10589 where some headers were added unconditionally [here](https://github.com/apache/apisix/pull/10589/files#diff-4b85e7666119852676bcd1c5fd15889e752f061a9ae891e10a0cbbefd30c2e0dR91-R93).
