If `WaterBlock` is anything except water, the OTG carvers (both caves and ravines) do not stop before reaching the fluid. Example: The same ravine, only setting changed is waterblock water...
As per discord conversation on Dec-11, allowing an option for this would make smoothing look nicer for some bo4s.

Currently controls height dependent snow layer depth and whether snow places under leaf blocks. Would be better if these were two separate options.
