@tmeschter - I suspect it is related to globbing and default metadata. There isn't any code that I could find that sets that msbuild property.

I think VS is working correctly. VS takes the arguments and concatenates them with a space so in the example: [ "--option", "an argument", "--combined \"an argument\"", "--option", "\"an argument\""...

The TFM changing mostly affects DTAR\Designers which we don't care about right now. I don't think we should force a reload when those change.
You shouldn't have to do anything. When you open the project, VS will convert them to xproj files for you. I would do that as it will update source control...
