Mobile Navbar Issue, Site Announcement hides navbar functionality

Can't access the 'X' to close the mobile navbar. User is stuck in the expanded nav unless they refresh the page. 

1199px: text expands to full screen 1007px: site header breaks 767px: site header breaks   

Duplicate information that is not linked together. Updates to one do not change the other, requires separate management of content files.
