Changed libpq's version and fix compile failure of krb5

添加了libpq最新版本（16.1）的支持，同时由于旧的krb5库与最新OpenSSL库不兼容（krb5开启了`-Werror=discarded-qualifiers`，最新版本OpenSSL库中有若干处是否有`const`发生了变化，不改会因为编译错误无法安装krb5以及libpq），添加了krb5库的最新版本（1.21.2）的支持

Latex内容会被渲染为普通文本，需要手动指定``，并且多行公式即使手动指定html代码，依然无法正常显示
