Researching this more (I'm not a heavy Python or Django user), it looks like this is by design, and that Django only serves static files when running locally in debug/local...

Just adding an update based on recent PR's - closing from within the incident using `@incident close' now informs the channel but from the headline post does not.
+1 How would we feel about allowing action items to be updated via the UI too? (Without going into the admin backend).
