Here are 2 files from Kamen Rider: Transcend Heroes (was Storm Heroes) (com.bandainamcoent.riderstorm) (Android) Seems to be using 5.4.0 and don't open normally or extract correctly after cutting the headers....

hellow your fourm post says this should work in 3dsMax 2019 but there is no DLL for 2019. in fact it seems to skip over it?

New ARH format doesn't work with current tools. https://gbatemp.net/threads/xenoblade-x-definitive-edition-need-help-extracting-the-arh-ard-files.668370/post-10613615 this person seem to understand how it's files names/directories are stored.
