Add `format` keyword to `Operator.sparse_matrix`

[Operator.compute_sparse_matrix](https://github.com/PennyLaneAI/pennylane/blob/3647857e567253832924cb0ec6d414b152f8a0f2/pennylane/operation.py#L604) what is this function returning and while adding format keyword it is giving me a syntax error. Can you help me with this?
