From what I gathered ingame, he means the acf E2 outputs for power and torque are not correct.
Just have any gun able to expend casings as particles with parameters like ferv said, like the Effects tool. could get some cool casing spewage from mounted MGs and stuff...

The whole point of gmod is to build new stuff.
Make sure the install path is correct. Should be garrysmod/garrysmod/addons/acf/ (folders like lua, models, meterials etc)
The mass is to account for loading systems, mounts, aiming mechanisms, optics, electronics, and crew. Also to make it more challenging to build
Don't visclip your gun. This is what causes the issue.

Given ACF3's course regarding non-combat vehicles, I don't think it's a good idea.
