Small update. This only happens on 5GHz network. On 2.4GHz network clients connect normally and receive "Connected" status right after connection.
On firmware 9.3.2.2 it takes longer to connect to 5Ghz network then to 2.4GHz but the phone stays connected. After connection I still get "Connected, no Internet" for about 10...
