Ran into this issue again, running with TF version - `Terraform v1.5.7`, IBM provider version- `v1.66.0`. Looks like this issue still persists in `v1.66.0` also. New TF resource `ibm_cbr_zone_addresses` has been added in this [beta release](https://github.com/IBM-Cloud/terraform-provider-ibm/releases/tag/v1.68.0-beta0). Will going to give a try and update.
We tested it and is fixed now, thank you @william8siew.

Based on this [comment](https://github.com/IBM-Cloud/terraform-provider-ibm/issues/5590#issuecomment-2427596862), [PR](https://github.com/terraform-ibm-modules/terraform-ibm-cbr/pull/556) has been raised, will re-open if issue presists.
