AWS::RDS::DBInstance should ignore AllocatedStorage if less than actual storage

Do we have any progress on this ? We are facing similar issue.

aws cloudformation deploy does not clean up failed change set

Do we have any update or progress on this. This being such an important feature, it should have had much higher prio.
