Restart of Zowe gateway is required for permits on Top Secret ESM

Describe the bug After permits are applied for APIML.SERVICES on a system with Top Secret (TSS) ESM (External Security Manager), restart of Zowe services is required for the change to take effect.

Steps to Reproduce

Follow the instruction for TSS as instructed here.

Expected behavior Permission should take effect without restart of Zowe Gateway.

After running the TSS PERMIT command, could you please run TSS REFRESH command and try again.

TSS REFRESH(userId) JOBNAME(*)

It works sporadically with the gateway.

We have explored the issue internally and there seems to be nothing on the API Mediation Layer side that can be done to improve this behavior. As such I intend to close this issue.
