Allow specifying image flavour when creating test images
Is your feature request related to a problem? Please describe.
When I create test images using the image-publish-branch.yml workflow, I may only care about ubi-amd64, or ubuntu-s390x. However, currently, the workflow will create all 4 flavours no matter what. This is particularly annoying when I only want amd64 as s390x takes a long time to build and may slow down other jobs.
Describe the solution you'd like Allow inputs specifying the architecture and OS for creating specific images, in addition to specifying a service. Still allow all 4 flavours to be made if desired.
Describe alternatives you've considered Could just allow architecture to be specified, as the main pain point is making s390x when not needed.
