SPIKE: Community contribution

Describe the bug API-layer automation build pipeline is not supporting contribution from outside of the api-layer team. Some of the problems can be resolved by contribution guidance but others like permissions would require some tweaking.

Steps to Reproduce

1. Submit PR from the fork by user who is not in any api-layer team.

Expected behavior Anyone can contribute.

Screenshots If applicable, add screenshots to help explain your problem.

Logs If applicable, add server logs collected at the time of your problem.
