IPv6 support in API ML

IPv6 support is not documented in Zowe API ML documentation. IPv4 address is mentioned several times in the configuration instructions.

Acceptance Criteria For the API ML specifically, clear documentation for support for IPv6 that is verified.

Additional context The technology (Java, Node.js) should work well with IPv6. Without testing, we cannot be sure that the Zowe code will handle IPv6 well in all situations.
