Add VS Code editor version requirement

Is your feature request related to a problem? Please describe. It's about add VS Code editor version requirement in README.

Describe the solution you'd like When I tried to install this VS code extension, it looks like it's failed to install this on 1.29.1 version.

And I install this on 1.30.1 after updating the VS code editor version.

I think it should add the tips about VS Code editor version requirement in README.
