Is there any way to force initial state of non-battery devices?

Hello, I dont know if i should ask this here or on zigpy but here it is:

I am using a flashed sonoff ZB gateway with ZHA integration. I am trying to figure out how to force the power-on state of my several switches / lamps of the mesh (in the case of power failure or physical switch flip off/on). I tried listening to zha_events in HA, but nothing is reported there when devices reconnect to the mesh. Is there a way to configure the devices themselves (like wifi tasmotas poweronstate) or to have an event trigger home assistant as soon as they come back online?
