No official NetBSD release for this yet, but should be coming soon-ish.

seems like Zig (0.16.0-dev.233+a0ec4e270) doesn't provide libc for riscv32-netbsd-none when I search in targets.

Yes, we won't do that until an official NetBSD release actually supports riscv32, and thus defines a stable libc ABI for it.
