Fix invalid parameter for TCL sec key. ZStack 3.0.1

In ZStack 3.0.1, TCL security key is 16 bytes long. This causes error "invalid parameter" when setting security key to 32 bytes. See Z-Stack 3.0.1/Components/stack/sec/ssp.h line:69.

@jackchased did you manage to run zigbee-shepherd with Z-Stack 3.0.1? Could you please share configuration to compile the binary file?
