Test the implementation of fee mechanism for the Mint

Currently all the fees are 0 by default

Hey @oxlime sorry I formulated it wrong initially: the fees are set to 0, you need to change them to real values and test that everything is working. Would you still be interested to work on this? We can give you more Zig work after that.
