segfault when no user configured.

After installation of a Fedora 43 system with no user configured, launching mate-user-admin displays the "user count is 0" popup: Normal until here. Then clicking the "OK" button to close the popup causes a segmentation violation crash.

After adding a regular user using cli commands, starting mate-user-admin works properly.
