Chat bot capability

Definitely need a way to let widgets output messages into the chat. Could also give it access to the announcement and shoutout commands. Once there's an API for pinning messages, I can give it access to that as well.

I will not give it access to moderation actions such as deleting messages, timing out/banning users, etc. because that just feels like a potential security issue.

I just need to figure out a good way to let people add custom bots via the slime2 website, and give slime2 the bot access tokens.
