At first, I flew directly to the destination, but {npc:227421} was not generated until I searched around and passed the flight point. This was the case twice. Then Wowhead said that one point needs to go around another entrance, and then I realized that it may be necessary to pass through the flight point to generate {npc:227421}.
When i documented it, i did't use the flight paths to get to them, just flew they do take a few seconds to appear though and for the one in the weavers lair it patrols along a path then it should re-spawn after a while and starts patrolling again.
its possible it has changed since then or it could be another bug with the achievements this expansion, like so many of the others
I didn't use flight paths either. I did have to fly around the area a little bit to trigger the emote to happen for a few locations but then the NPCs were located right where HandyNotes said they would be.

Instead of using flight points, just pass by. Passing by flight point
