Force potions' effect intensity can be decreased (or increased)

I wondered if nerfing potions could be implemented in the config file. I explain:

"Force Potion (%)= 60 [Default is 130]"

So that we can change the percentage of the force potion level 1, or just enable / disable the nerf, that could work too.
