Cargo Shuttle gets stuck if shuttle loan events like Department Resupply trigger

Short Description
Department Resupply does not allow the shuttle to recall due to bots being in crates.
Reproduction
- Event: Loan Shuttle triggers
- Loan Shuttle type involves any form of living entity, e.g. Bots, which might be the first half of the problem
- Shuttle is currently at CentCom, which might be what causes the other half of it.
- Shuttle is loaned
- Shuttle does not automatically return
- Shuttle gets stuck due to "living entities" on shuttle, meaning it cannot move FROM CENTCOM to STATION, and yet it is flagged as being at Station.

Not sure what's going on here. In the round I was able to fix it by taking off the bots from the shuttle, however I can't reproduce it with the same event, even with multiple tests. Was similarly reported in #22120, likely an intermittent issue.
This seems to also have happened in rounds before and after #22120, but not consistently recently (Once during 54787), going off of past reports; 53048, 52999, 52970, 52943, 52390, 52157.
Alright, on 54955 it seems to have been caused by privately ordered crates.
So far, the problems have been:
- Shuttle does not send from CC because there are bots on the resupply (Intermittent, not reproducable from the Department Resupply event)
- Shuttle does not arrive at station (Intermittent, not reproducable with privately ordered crates)
It may also be unrelated to these factors, and actually a different problem, although I'm unsure as to what that would be.
