Rework CollectAnatomyInstanceData.follow_workfile_version to separate plugin

Is your feature request related to a problem? Please describe. Boolean configuration of follow_workfile_version directly in CollectAnatomyInstanceData is quite dangerous and would break some existing workflows.

Describe the solution you'd like It might make a sense to yank this out into separate plugin, profile filtering profiles to it, run this all the time (probably after CollectAnatomyInstanceData or at least after version number is collected from workfile ).

This way we could get functionality of "synchronization of workfile version" (eg. everything published from workfile has same version number >> locating all items is easier) everywhere (currently only in maya, nuke, PS, AE, houdini, blender)
