Translate to Kiswahili

I always wanted to translate Yii to Kiswahili Community. but I postponed due to announcement of the advent of Yii3. So This will serve as tracker for my progress on translating Guides and then API to Kiswahili.

Since we've introduced gettext, it's easier to track changes now. Might be a good idea to check it already.

Great one. Can you link relevant docs? Haven't visited Yii3 for a while, would be doing that in coming weeks
