Inline gloo-timers dependency

Description

Elide dependency on the gloo crate for the wasm target (in relation to its [likely upcoming archival])(https://github.com/ranile/gloo/issues/506). Fixes yewstack/yew#3553.

This pull request consists of the following changes:

• remove dependency on the gloo crate by inlining the Timeout struct functionality

Not sure it's necessary. gloo is not archived but has the ownership transfered to ranile who ranile was seen active a month ago merging some commits. The referred to Yew issue is resolved too.
