RELEASE update for debian build

I'd suggest to change building instructions on debian to be:
= Making Debian packages

apt-get install autoconf automake fakeroot debhelper dpkg-dev
dpkg-buildpackage -I'.git' -I'.svn' -I'.hg' -i -sd -us -uc -rfakeroot
