Yahoo CLA site returns 503 Service Unavailable

I reviewed https://redislite.readthedocs.io/en/latest/topic/contributing.html and I am hoping to sign the Yahoo contributor agreement. When I visit https://yahoocla.herokuapp.com/ it returns a 503 Service Unavailable error.

May I have some help signing the Yahoo CLA? What's the best way to proceed?
