Add support for SSL in the local environment

Feature Request

As part of #1423, a Docker-based local environment set up is introduced. It does not support SSL/HTTPS yet.

While not strictly necessary at this point, it would be a good idea to add support for SSL so that contributors have a better development experience and an environment that more resembles a real server.
