Provide support to skip pre-migrated issues

When combing through and migrating bugs from a large bugzilla database, sometimes a bug migration may fail for multiple reasons. When this happens, the successfully migrated bugs must be scrubbed and removed from the list, otherwise, duplicate issues will be created on Gitlab. Scrubbing the list can take a while, and in a production environment, time is money.
