make xmidt startup easier

docker-compose is a one-liner way of bringing up the whole system. However, if any of the config updates for any of the components, the docker config is not always updated. depending on need, docker may also not be appropriate. We need a better way of starting up all components without the need for anyone to know much of anything about the internal workings of xmidt.
