Add integration settings sections

This is an implementation of Ottermandias/Penumbra.Api#7.

~~GetPlugin(Delegate) is a stub for now because the actual implementation (Exter-N/Penumbra@e240a42a2ccd35d06be417033d034448c5c8be35) uses a Dalamud function introduced by goatcorp/Dalamud@65237f84a22a561d719f57ffb1cc8013f70f20ef and therefore requires it to land in stable.~~
