PTCP guarantees

Hi I have been trying to understand this repo and I must say it looks very interesting. My specific queries are about what kind of guarantees does this protocol make? If my understanding is correct it seems to be like TCP (as in connection-oriented with timeouts, keep alive and disconnects) but without any ACK/congestion control/buffering so out-of-order packets and dropped packets are possible?

Also why is it that you have forced sequence numbers and ACK numbers to be 1?
