encoder cli improvements

would be nice if the cli said frame 245 of 856 etc not just time and there is a good idea to add a are you sure option when there is a file with the same name instead of basicly overwriting it..

and i cannot forget default output to file and use .out.ogg? so basicly use input filename but add an .out. if nothing else is specified
