添加设备标签报system inner error！

目前使用单元测试中的AddMultTagToSingleToken进行设备标签绑定时，报系统内部错误： {"result":"","err_msg":"system inner error, send cmd to BackSystem errror","ret_code":10120,"seq":0} 包括线上项目使用V3 也是报次错误，v2 版本请求频繁超时，甚至影响到推送功能；
