Support bulk Category change for Roles in Admin console

We support multi-select + a context menu "Change Group" option for Configs and Preferences to re-organize them in bulk. Would be an improvement to support the same for our new Roles admin UI, for role Categories.

Would not be his "first-issue" 😉 but @jskupsik expressed interest in knocking this off as we are busy re-designing functional roles for a client app that has many of them, and we'd like to make it easier on ourselves to organize.
