Compile with earlier Linux

We are currently compiled for glibc 2.34 which is pretty recent (>= Ubuntu 21.10) according to https://distrowatch.com/table.php?distribution=ubuntu We should change it to compile on as early a Linux distribution as we can.

manylinux2010 will be glibc2.12 (Ubuntu 10.04)
