Receiving error instead of installing iOS13.3

No simulator matching iOS 13.3 was found. Please specify a version from the following available simulators:

Which version of Xcode are you using? iOS 13.3 simulators are not available for 11.3.1

Please refer https://developer.apple.com/documentation/xcode_release_notes/xcode_11_3_1_release_notes for simulator device support in Xcode 11.3.1.

This is interesting because if you open Xcode 11.3.1 you will not see 13.3 as a component to install:
