Bit of an edge case, but I can think of a couple of reasons this would be useful I you have the grunt in your PC/NAS.

Reducing bitrate to help with upload if streaming remotely. Reducing resolution to suit a different device.

+1, that way we could also preview HEVC videos in the Web UI which would help with cuepoint editing.
