vagrant up not working when virtualbox not installed (vmware_fusion only)

There was an error loading a Vagrantfile. The file being loaded and the error message are shown below. This is usually caused by a syntax error.

All the commands seem to be evaluated regardless of --provider (or VAGRANT_DEFAULT_PROVIDER env value), and since VBoxManage command is (understandably) missing, vagrant up fails.
