Rate an API feature is not working properly

Description

Issue 01

When we add a rating to an API, the Not Rated label does not disappear.

Issue 02

When two users rate the same API with 3 stars and 4 stars, the average is shown as 3 stars. It should be shown as 3.5.

Steps to Reproduce

1. Create and publish an API.
2. Go to the Developer Portal and rate it.
3. Observe that the Not Rated label does not disappear.
