APIM 4.0.0 startup time increased with updates after 311

Description

Hi Team,

The start up time is increased after APIM 4.0.0-311 U2 level.

Identified that the root cause for the slowness is coming due to the Saxon HE upgrade. This upgrade has been performed to mitigate a known vulnerability and verified that even though the startup time has increased due to the upgrade there is no any impact on the product's functionality.
