Button Alignment Issue on Scope Assignment Page in Admin Portal

Description

There is a button alignment issue on the Scope assignment page in the Admin portal of WSO2 API Manager version 4.3.0. The buttons for "Scope Assignments" and "Delete" are not properly aligned after adding certain number of scope mappings for a role as shown in the screenshot, which affects the user experience and visual consistency of the portal.

Steps to Reproduce

1. Create a new role (testrole)
2. Log in to the Admin portal of WSO2 API Manager 4.3.0
3. Navigate to the Scope assignment page
4. Add scope mappings as much as possible for the created role (testrole)
5. Observe the alignment of the "Scope Assignments" and "Delete" buttons for various roles.
