Description

After migrating from APIM-3.2.0 to APIM-4.2.0, there's an observed inconsistency in the application of policies to APIs within tenant spaces. While API-specific policies are being applied as expected, common policies are not being properly applied to APIs in tenant spaces.

Steps to Reproduce

1. Create APIs within tenant spaces and apply both API-specific and common policies.
2. Migrate from APIM-3.2.0 to APIM-4.2.0.
3. Verify policy application in the Publisher portal.
4. Test APIs within each tenant space post-migration.
5. APIs within tenant space which had common policies applied would not get engaged during API invocation
