Add missing spacevim/api/job.lua from SpaceVim@85b35020

Hi,

When using this plugin in Neovim, I got this error, I believe that the file spacevim/api/job.lua is missed, just added it.

Please help to check and merge it if you find that it does make senses, thanks.
