Convert to Poetry

I think this should be done before #3.

Poetry has provided a standardized way to manage dependencies, build, and publish. Finally... it only took python like 30 years to figure it out.

Anyway, I think that if we used Poetry, we could use this GitHub action to do #3 pretty quickly
